Extended Video Footage Shows Cleveland Police Handcuffing Tamir Rice's Sister

The city previously refused to release the footage for three weeks.

After three weeks of refusal the city of Cleveland has finally released extended footage from the shooting death of Tamir Rice. The 15 minute video (which you can see here) shows Tamir's 14-year-old sisterSamaria, being apprehended by police shortly after the shooting. Samaria ran to her brother's side when she heard the shots. Police forced her to the snow-covered ground, handcuffed her, and escorted her to a squad car. 

Walter Madison, an attorney for the Rice family, called the video "shocking and outrageous."

"This has to be the cruelest thing I've ever seen," he said. 

The footage also confirms the police officers (including the shooter, who was previously found unfit for duty) stood around for four minutes until an FBI agent who was nearby came in to administer first aid. It wasn't until 13 minutes after the shooting that Tamir was taken away on a stretcher. 

"No one thinks that it's appropriate to try to save him," Madison said. "The first person who does is not affiliated with the Cleveland police department. ...This is the level of service that makes people very upset and distrustful of law enforcement."
